The 1948 Federal Water Pollution Control Act (FWPCA) was the first major U.S. law to address water pollution, it authorized the Surgeon General, along with other Federal, state and local entities, to prepare comprehensive programs to eliminate or reduce the pollution of interstate waters and tributaries and to improve the sanitary condition of surface and underground waters.
