“A CLA volunteer, successfully sued MDE for their denial of a permit for the Pines Community to replace a broken bulkhead with a living shoreline; The judge was so offended by MDE’s arbitrary and capricious actions that she ordered them to issue the permit within 45 days, which they did. This is a classic example of the value of CLA volunteer attorneys. The community would not have pursued the permit after the denial if [the attorney] had not agreed to represent them for free. The permit would never have been issued, and the old bulkhead would have been replaced with a new bulkhead. No living shoreline to add wetlands to Chase Creek and the Severn River.”
