During the formation of the Anne Arundel Peninsula Coalition, CLA’s Ryan Kennedy and Dirk Schwenk worked with us to research the possibilities for a legislative solution to the problems of overcrowding and paralyzing traffic on peninsulas.  In the end, we did not file any legislation on the topic, but their work saved our volunteers dozens of hours and was the foundation for what would become our Coalition. Their work led us to propose, and the county to establish the Peninsula Policy Development Area, a zoning overlay adopted with Plan 2040, the County’s General Development Plan, which protects the 5 peninsulas in AACo from intense commercial or residential development.
