Chesapeake Legal Alliance (CLA) and Midshore Riverkeeper Conservancy (MRC), with assistance from Jill Grant & Associates, have produced the Citizen Guide to Public Participation in Maryland’s National Pollutant Discharge Elimination System (NPDES) Permitting Program (Guide).

The Guide was produced for the purpose of improving the vital component of citizen involvement in environmental decision-making in Maryland.
