Theodore L. Garrett

Board Member since September 2012, is Senior Counsel with Covington & Burling LLP in Washington, D.C. and is co-chair of the firm’s Environmental Practice Group. He has been extensively involved in litigation and administrative proceedings, compliance matters and transactions throughout the country involving federal and state environmental and natural resource matters. Mr. Garrett’s practice involves major compliance, regulatory and enforcement issues, particularly concerning air quality, water quality, and hazardous waste matters. He has been lead industry counsel in cases involving major EPA air and water regulations and has represented clients in numerous Superfund sites. Mr. Garrett has been named Global Environment Lawyer of the Year in the 2012 Who’s Who Legal Awards.  Columbia Law School, J.D.; Yale University, B.A.
