Waterways don’t respect state lines, but rules often do. Understanding the unique governmental structure of each Bay state helps us collaborate effectively to create and enforce laws and policies that protect local water quality and the entire Chesapeake Bay watershed. CLA, in collaboration with the Chesapeake Bay Commission, developed this chart to illustrate how differences in size, population, legislative processes, and competing priorities can present challenges—but also opportunities—for achieving shared goals. By embracing these differences, we can work together toward clean water and healthy communities.
