Executive Director

David Reed is the Executive Director at CLA and the Director of CLA’s Advocacy Center. Dave has been with CLA since 2020 and was previously the Executive Director at the Environmental Action Center prior to its merger with CLA. In 2020, Dave brought the Environmental Action Center’s analytical and environmental advocacy-centered approach to representing clients. Combining an environmental science and legal background, Dave provides our clients and partners with both environmental law experience and knowledge of terrestrial and estuarine ecological systems.

MarieClaire Egbert Headshot

MarieClaire Egbert

Executive Assistant and Operations Manager

MarieClaire Egbert is the Executive Assistant and Operations Manager at CLA. In this position, MarieClaire works closely with the CLA Board of Directors, the Executive Director, and the Staff Attorneys of CLA providing administrative assistance. She provides technical and logistical support on special projects, and assists with the coordination of various activities, meetings, conferences, and workshops.

Senior Attorney, Director, Environmental Action Center

Evan Isaacson is a Senior Attorney and Director of CLA’s Environmental Action Center. He joined CLA in 2019.  Evan directs legal research and provides strategic insight to CLA staff and volunteer attorneys based on legal, policy, and data-driven research and analysis. Evan also provides legal assistance to Maryland clients and consults on legislative matters.

Patrick DeArmey Headshot

Patrick DeArmey

Litigation Manager, Environmental Action Center

Patrick DeArmey is a Staff Attorney and joined CLA in 2020. Patrick focuses on environmental enforcement and leads matters involving water quality, water resource protection, and water permitting. He represents clients in litigation and conducts pollution investigations and compliance sweeps through CLA’s Environmental Action Center. As a CLA staff attorney, he brings experience with the Clean Water Act, administrative law, and environmental permitting to all of his enforcement work.

Brett Grosko

Director of Litigation, Environmental Action Center

Brett Grosko is a Senior Attorney and Director of Litigation at CLA. He joined CLA in 2025 with 25 years of environmental, administrative, and commercial law experience in the public and private sectors. Brett leads CLA’s litigation team and represents CLA’s clients in cases to prevent pollution of the Chesapeake Bay and preserve the right of people to seek justice in the courts.

Morgana joined CLA in 2024 as the ProBono Coordinator. Morgana holds a B.A. in International Relations from the University of British Columbia, and most recently received her J.D. from the University of Maryland Carey Law, with a concentration in Environmental Law.

Compliance Specialist

Charlie is a 6-year-old tabby cat who lives in Lancaster, PA with CLA’s Executive Assistant & Operations Manager, MarieClaire Egbert, and works as MC’s Compliance Specialist.

As the Compliance Specialist, his daily schedule is jam-packed. Throughout the day, he’s on high alert, making sure everything is in its proper place. He’s mastered the art of “Quality Control Napping,” where he sleeps in various spots to ensure they are up to par. It’s a tough job, but someone’s gotta do it.

In his free time, Charlie enjoys playing fetch, bug hunting, annoying his older brother Melvin, and engaging in philosophical discussions about the existence of the elusive red dot.

Human Relations Expert

Melvin is a 7-year-old Mainecoon cat who lives in Lancaster, PA with CLA’s Executive Assistant & Operations Manager, MarieClaire Egbert, and works as MC’s  Human Relations Expert.

As the Human Relations Expert, he patrols the halls ensuring that everyone is starting their day with a smile. He’s known for his loud purr to ease tense situations – it’s the ultimate secret weapon! He ensures that Zoom calls run smoothly, which often means making surprise appearances on screen.

In his downtime, he enjoys practicing his operatic meows and wails, watching the birds, sunbathing by the window, cuddling with his younger brother Charlie, and daydreaming about world domination (kidding!). He’s also a connoisseur of fine dining – tuna and chicken are his favorite dishes, and he’s always willing to share a nibble or two with his human colleagues.

Environmental Journalists

Merle and Indy are best friends and do everything together, so accordingly, they insisted on sharing a Staff Pet profile. These pups share a love of all things fetching-related and stay active herding humans around Staff Attorney, Patrick DeArmey‘s house.

As a professional environmental journalist tag team, they are also quick to sniff out and chase down the next great story in order to keep the public in the know and hold polluters accountable. These two are adept at swimming and diving for sticks, so don’t go thinking you can hide anything from them.

While small in stature, Wren struck fear in the hearts of attorneys who appeared before her in court with her no-nonsense attitude, and the confidence of a 100-pound Rottweiler. Although retired, Wren still enjoys barking orders at Staff Attorney Patrick DeArmey, but there are rumors that you can get a more favorable decision by giving her some cheese and a nice headrub.
